Patrol Vendor Selection: An RFP and Evaluation Guide

How to choose a patrol vendor for your property — defining your requirements, building a shortlist, running an RFP, evaluating responses, checking references, and contract terms worth attention.

Choosing a patrol vendor is one of the more consequential decisions a property makes. The right vendor enforces consistently, communicates well, and uses ParkingPass effectively. The wrong vendor generates resident complaints, dispute volume, and friction with your parking program.

The vendor relationship moves through three moments: you select a vendor, you contract with them, and at the end of the term you renew or re-evaluate. Each moment is covered in its own article below. Start with the one that matches where your property is right now.

Where to Start

  • Selecting a Patrol Vendor: Requirements, Shortlist & RFP — For new properties launching a parking program and for properties replacing an existing vendor. Covers defining your coverage, enforcement, platform, and budget requirements; building a shortlist; writing the RFP; evaluating responses side by side; checking references; and running a site walk or demo.

  • Patrol Vendor Contract Terms Worth Reviewing — For the moment after you've chosen a vendor and before you sign. Covers term length and renewal, termination rights, performance standards, pricing and fees, insurance and liability, data and records, state-specific compliance, and the red flags that tend to turn into problems later.

  • Renewing or Re-Evaluating Your Patrol Vendor — For properties approaching the end of a contract term. Covers using a year of your own data rather than the relationship, comparing to the market, addressing known issues in the renewal, and deciding whether to renew, re-bid, or switch.

Important Notes

  • A full selection typically runs 4 to 8 weeks from initial outreach to signed contract. HOAs with monthly board meetings sometimes run longer because the decision needs board input.

  • Patrol vendors are not interchangeable. Switching costs (ramp time, resident communication, training) are real, so the upfront selection effort tends to be worthwhile.

  • Once selected, the vendor relationship benefits from regular review. See the patrol coverage and analytics articles for ongoing management.
